1.      This week in Congress. The House Majority Leader's schedule has 19 bills scheduled for the House floor this week. Let's look at the schedule so we know what's coming.  This is markup week for the tax bill, but no amendments will be allowed: http://www.washingtonexaminer.com/republicans-plan-four-day-tax-bill-markup-but-no-amendments-on-house-floor/article/2639570  The Senate will convene at 3pm on Monday to resume consideration of the nomination of Steven Andrew Engel to be an Assistant Attorney General. Concerns have been raised previously about Engel's roll in the CIA's torture memos and his evasion in answering questions about that. We can read more in this letter to the Senate from Human Rights Watch.  Let's tell our Senators that we need more clarification from Engel on the torture memos before they proceed to a vote.

2.      The tax bill is not getting nearly as many calls in opposition as the healthcare bill did. Our MoCs, both for and against the tax plan, need to hear from us.  https://www.politico.com/story/2017/11/04/trump-gop-tax-bill-democrats-244529 Let’s contact our MoCs in every way possible to let them know that we do not approve of any tax bill that will take away anything from our most vulnerable, or any tax bill that gives even greater tax breaks to the wealthy and to corporations.  We want tax reform that puts more of the burden on the rich and the loopholes fixed where corporations can pay so little.

4.      It has been a rough few days in the land of the Department of Justice. Sessions is going after the lawyers who advocated for Jane Doe in Texas:

5.      Among the many items tucked away in the tax bill is the elimination of the Adoption Tax Credit designed to help defray some of the cost involved in many adoptions, especially adoptions of children coming out of foster care.  Even the right is not happy with this provision. Religious groups, as well as House and Senate conservatives, say that by eliminating the credit, the proposal goes against the GOP’s “pro-life” platform. The credit is a one-time tax refund available for parents who adopt from foster care, internationally or through private domestic adoptions. It can be applied over the course of five years. For 2017, the federal adoption tax credit was $13,570. Adoption advocates are also urging the provision be removed. The groups say if the bill passes with the provision intact, it will be harder and more expensive for American families to adopt. http://thehill.com/policy/finance/358684-conservatives-hit-gop-tax-bill-for-nixing-adoption-credit What a surprise that we can agree with the Religious Groups that eliminating the adoption deduction makes no sense.  We might have different views on why it makes no sense, but it may improve our chances by joining them to tell our Reps NO to this “TAX CUT PLAN.” We can also go to https://adoptiontaxcredit.org/take-action/ to click a button and send our congress members a pre-written message.

6.      The Federal Election Commission (FEC) is considering taking action to require online political advertisements to include disclaimers on who paid for them  http://slate.me/2ghWpMn While TV and print ads already have this requirement, online advertisers have gotten away with self-regulation. We have until November 9th to submit a comment to the FEC. 7.      Senate hearing about drilling in the Arctic National Wildlife Refuge (ANWR) began on Thursday before the Committee on Energy and National Resources.  https://www.pri.org/stories/2017-11-05/drilling-arctic-national-wildlife-refuge-more-likely-now-ever  We’ve worked hard to keep this national treasure, which has the largest variety of plant and animal life of any protected area north of the Arctic Circle, safe and pristine, but we must continue to do so.  We can comment to the members of that committee:  https://www.energy.senate.gov/public/index.cfm/members or our comments are to be sent here:  fortherecord@energy.senate.gov

8.      When Diane Thorsen began to show signs at an early age of the Alzheimer’s disease that had stolen her mother’s mind, she and her husband, Richard Davis, were as ready as they could be. In their plan to cut taxes and declutter the tax code, Republicans have proposed repealing all but a small handful of tax breaks. But people rely on those tax breaks in budgeting for medical expenses, adopting children, replacing stolen or disaster-damaged property, and even paying for business expenses. “As soon as they talked about eliminating these deductions, that’s when it caught my attention: Uh-oh, I’m in trouble now,” Davis said. “It’s going to throw out of whack all the projections I’ve made for what we’ll have available in 2018.” https://www.washingtonpost.com/business/economy/they-spent-years-planning-to-live-with-alzheimers-disease-the-gop-tax-bill-threatens-those-plans/2017/11/04/83ac1ffa-c098-11e7-8444-a0d4f04b89eb_story.html?undefined=&utm_term=.56712909f988&wpisrc=nl_headlines&wpmm=1 This tax plan eliminates deductions that people have relied on and used to plan their budgets for the chronically ill in their families. This is not a good tax plan. Call your representatives and ask them to VOTE NO.

9.      According to Nicolas Kristof of the NY Times, John Brennan, former head of the CIA, sees a 20-25% chance of a war with North Korea; Richard Haass, president of the Council on Foreign Relations, put the odds at 50/50; Sen. Lindsay Graham (R-SC), who thinks war is “inevitable,” quoted Trump as saying ““If thousands die, they’re going to die over there. They’re not going to die here — and he’s told me that to my face.”   Trump’s national security advisor, H.R. McMaster told Fox News that Trump “is not going to permit this rogue regime, Kim Jong-un, to threaten the United States with a nuclear weapon. And so he is willing to do anything necessary to prevent that from happening”:

Tammy Duckworth (D-IL), who thinks the odds of war are greater than 50/50, and other Democrats have introduced a bill that would prohibit the president from making a pre-emptive strike on North Korea without congressional approval "unless the United States faces an imminent threat, or such action is necessary to defend citizens or our allies." We must urge our representatives to back this bill, and we must let Trump know that deaths “over there” (300,000 in a non-nuclear conflict, according to the Congressional Research Service:   https://fas.org/sgp/crs/nuke/R44994.pdf ) are no more acceptable to us than deaths “over here.”

10.  Congress will hold a hearing this week on a bill that would make it illegal for doctors to perform abortions against a heartbeat is detected. While this bill would face serious constitutional challenges even if passed, it stands as a reminder that women’s right to choose is under threat by the Trump administration, and we need to be electing folks up and down the ballot who will defend it http://thehill.com/policy/healthcare/358223-republicans-consider-ban-on-abortion-after-heartbeat-is-detected   Vote Pro Choice has a tool that will help us identify candidates we can count on to stand up for choice. 11.  Despite the climate change denials of Energy Secretary Rick Perry and the EPA’s Scott Pruitt, Trump didn’t dare censor the Climate Science Special Report, part of the National Climate Assessment, released on Friday by 13 US federal agencies charged with examining the evidence of climate change, its causes and its effects:

12.  As one response to the opioid crisis, Senator Tammy Baldwin (D-WI) has filed the Pharmaceutical Regulation Conflict of Interest Act. 1.      Paul Ryan, whose own reported net worth is between $2 and 7.8 million, seems to think that a $1182 tax break will make all the difference for the “average” family of four who earn, according to Ryan, $59,000 a year: http://www.cnn.com/2017/11/02/politics/tax-reform-republican-plan/index.html Remember when Rudy Giuliani had no idea of the cost of gallon of milk or a loaf of bread or George H.W. Bush was amazed at a supermarket scanner.  Apparently, the Republicans have not made progress on this front.  The House tax “reform” bill lowers the caps both on the mortgage deduction and on the deduction for state and local taxes while lowering the corporate tax rate from a statutory (and rarely paid) 35% to 20%. According to the Washington Post, “In total, the plan contains $1 trillion in total tax cuts over 10 years for businesses and $300 billion for individuals and families, as well as $200 billion in tax cuts — almost all of which will accrue among the wealthiest families — by repealing the estate tax, according to estimates from the nonpartisan Committee for a Responsible Federal Budget.” https://www.washingtonpost.com/business/economy/republican-tax-plan-to-lower-cap-on-mortgage-interest-deduction-to-500000-loans/2017/11/02/c0f594d6-bfd5-11e7-8444-a0d4f04b89eb_story.html?utm_term=.361e27855259   As we did with the ACA "repeal and replace," we need to call our Representatives and make it clear to them what it will cost them with voters if they pass this plan: US capital switchboard 202-224-3121 We can also use this Trump Tax Toolkit:  https://trumptaxtoolkit.org/  Word is out that the number of calls on the tax bill are much lower than that on the healthcare one.  Let’s fix that.

2.      Unwilling to use the shootings in Las Vegas last month or in Colorado on Wednesday evening as s to call for gun control, Trump lost no time Wednesday night in using the NYC bike path truck attack to call for: A) an end to the Diversity Visa Lottery, established to benefit immigrants from countries underrepresented in the immigration pool (http://www.cnn.com/2017/11/01/politics/donald-trump-chuck-schumer-nyc-attack/index.html ), B)  the death penalty for Sayfullo Saipov (http://www.cnn.com/2017/11/01/us/new-york-attack/index.html), and C) Saipov’s incarceration at Guantanamo (https://www.politico.com/story/2017/11/01/trump-new-york-attacker-chuck-schumer-244409 )  Showing no compunction in taking on the role of both judge and jury, Trump attacked what he called “joke” justice--even though the courts have yet to act.  We need to remind the White House that the judiciary is a separate branch of government and that his inappropriate meddling can only complicate the Saipov case.

3.      Rep. Bob Goodlatte, leading roadblock to restoring the Voting Rights Act and leader of the attack on the Office of Congressional Ethics, is championing a bill that would undermine wages and working conditions for agricultural workers across the country. His legislation would allow employers to pay farm workers less than the minimum wage, and to replace any farm worker not willing to work for $8.34 or their state minimum wage… and it’s headed for a full House vote http://www.thefencepost.com/news/goodlatte-defends-ag-guestworker-bill-conyers-ufw-oppose-it/ Let’s join the United Farm Workers and a broad coalition of almost 150 groups in contacting our members of Congress to ask them to oppose this bill and pass the Agricultural Worker Program Act of 2017 to stabilize the industry and provide farm workers laboring in the U.S. with a path to lawful permanent residency and eventual citizenship at this link: http://action.ufw.org/page/speakout/h2a1117.

4.      In the wake of the tragic terror attack in Manhattan, reckless politicians are again exploiting the violence to erode our constitutional values with policies that undermine our freedoms and do nothing to make our country safe. Congress will soon vote on H.R. 398, which would allow the Trump administration to continue spying on Americans without a warrant (http://thehill.com/policy/national-security/356968-senate-intel-votes-to-advance-surveillance-reform-proposal). Let’s let our reps know we need strong surveillance reform, not more enabling of the abuses of the past. 5.      NIH officials decided earlier this year not to renew funding for its firearm violence research program http://bit.ly/2lJ2oz8 While the 1996 Dickey Amendment has been interpreted in such a way as to prevent the CDC from gun research, 27 senators argued in a letter to NIH Director Dr. Francis Collins that the amendment only prohibits research on gun control; not research into gun violence prevention. 1.      The tax bill is scheduled to be rolled out today. Trump announced yesterday that he wants an ACA repeal in the tax plan so the dollars can be used for more tax cuts.  Oh, he and wants it all done by Friday. http://thehill.com/policy/healthcare/358201-trump-suggests-repealing-obamacare-mandate-in-tax-bill   The cuts to Medicare, Medicaid, and to the middle class are alone very troubling.  However, tax cuts to corporations do not make good sense for the betterment of our citizens either. Former Secretary of Labor, Robert Reich says, “Trump and Republicans in Congress are trying to pass a massive tax cut for wealthy corporations. These companies are already hugely competitive, and their after-tax profits are a higher share of the total economy than ever. 2.      During the Senate hearings with representatives from social media, two senators were concerned enough to formulate a bill to address election security. Senator Martin Heinrich (D-NM) and Senator Susan Collins (R-ME) have introduced the Securing America’s Voting Equipment (SAVE) Act (S. 2035) http://nmpoliticalreport.com/714603/heinrich-joins-forces-with-collins-over-russia-interference-and-election-security/  Let’s make sure our senators know that we approve of this bipartisan effort to protect our elections.  If they have not co-sponsored this bill, let’s ask them why.

3.      The Trump administration has announced that it will be repealing the Clean Power Plan, but the EPA must have an open comment period for the proposal to repeal. 4.      While bipartisan legislation was introduced earlier this year to help protect Special Counsel Mueller from arbitrary firing from Trump, Senate Republicans are now saying that legislation to protect Mueller is unnecessary http://politi.co/2gQMIF2 Rather, they seem to be of the mind that Trump would not fire Mueller because, as Senator Hatch put it, "he knows that’d be a stupid move." One of the most important roles of Congress is to play their part in our system of checks and balances. This system does not simply function on trust, but rather by taking legislative action to ensure the everyone is kept in check. Let's keep calling our MoC to ensure that they support the Special Counsel Integrity Act in both the House (H.R. 3771) and Senate (S. 1741).

5.      It is being reported that Sam Clovis, Trump's nominee to be USDA's Chief Scientist, was the one who encouraged George Papadopoulos to set up a meeting with Russian government officials:  http://bit.ly/2zXa96Q Clovis was already a bad pick for the Chief Scientist position, for myriad reasons (http://n.pr/2xIzmBV). 6.      Medicare is the only government agency not allowed to negotiate drug prices with Big Pharma, and this Bill would allow them to do so. Other agencies, like the VA and Medicaid do and save as much as 73% on drug prices.  The yet-unnumbered bill, introduced last week, has a good chance of passing since it's a popular bipartisan idea, with 93% of Democrats and 74% of Republicans supporting it. http://thehill.com/policy/healthcare/357099-frustrated-with-trump-dems-introduce-drug-pricing-bill   This would be a much-needed legislative win for both parties and, more importantly, a step toward better universal healthcare for all of us. 7.      Let's remind ourselves not to normalize the many unethical goings-on in the White House. For example, there's Trump's "unusual" handling of his private assets. Even though he is the wealthiest person to ever occupy the WH, he has shown little interest in avoiding conflicts of interest regarding his personal finances. For one thing, he has not liquidated most of his assets and put them into a so-called "blind trust," as many previous Presidents have. 8.      From Audubon,  "Secretary of the Interior Ryan Zinke has initiated a formal comment period as part of a process to weaken or eliminate landmark conservation plans that are helping to ensure the survival of the Greater Sage-Grouse. [Let's] Tell him to let the plans do their job.  The conservation plans protect 67 million acres of the Greater Sage-Grouse’s habitat, the result of years of collaborative work from many stakeholders."  The deadline to comment is November 27." Let's use this letter-writing tool at Audubon to submit our own comments in support of the Greater Sage-Grouse habitat.

9.      Trump has nominated the head of a Kentucky engineering firm to run the federal agency that regulates reclamation of surface mines. Steve Gardner, president and chief executive officer of Lexington consulting and engineering firm ECSI, has been nominated for the top job at the Interior Department’s Office of Surface Mining Reclamation and Enforcement. Environmental groups vowed to oppose Gardner’s confirmation, arguing that Gardner is the wrong person to ride herd on the coal industry’s reclamation practices because he has been such an ardent supporter of the industry.  We can read more at the Lexington-Herald Leader. Let's send emails and postcards to our Senators letting them know that we have concerns about someone (Gardner) with such close ties to the mining industry regulating it.

1.      November 1st marked the opening of the enrollment period in Obamacare – something the Trump administration is not shouting from the rooftops. 3.      It seems that there is a former Afghan interpreter for the US, who has the correct visa to come to the states, who is being detained in Iceland.  His destination is Rochester, NY. 6.      On Tuesday, the Press Secretary Sarah Huckabee Sanders defended Kelly’s suggestion that slavery was a subject on which there could be an acceptable compromise. 7.      We hear about the issue of ocean plastic a lot, but these new photographs demonstrate just how pervasive the pollution is. Roatán-based photographer Caroline Power shared these pictures taken near the Caribbean island belonging to Honduras, revealing what she calls a “sea of plastic and Styrofoam”. Power said, “This has to stop." Power wants people to think about their own consumption of single-use plastic. She writes, “Think about your daily lives. How did you take your food to go last time you ate out? How was your last street food served? Chances are it was styrofoam and served with a plastic fork and then put in a plastic bag. Do you still use plastic garbage bags? Plastic soda bottles? Ziplock bags? Plastic wrap on your food? Do you buy toilet paper that comes wrapped in plastic instead of paper? Do you put your fruit and veggies in produce bags at the grocery?” Let's become more aware of the ways we use single-use plastic and commit to replacing one of uses with something eco-friendlier.  Ideas: Bring your own grocery bag for shopping, bring your own containers to restaurants for your take-out, say "no" to straws in restaurants (Yes, there is an anti-straw movement! Let's read about it at strawfree.org)

2.      We can celebrate a little good environmental news: In September, The U.S. Fish and Wildlife Service announced the Endangered Species Act designation for the Sonoyta mud turtle whose numbers are believed to have dwindled to as low as 100. “The Sonoyta mud turtle is clearly in danger of extinction,” Steve Spangle, a field supervisor with Fish and Wildlife’s Arizona Ecological Services, said in a release announcing the listing. “Protecting it under the Endangered Species Act will marshal increased attention and the resources needed by our U.S. and Mexican conservation partners to improve and expand its dwindling habitat and populations,” Spangle said.
