SUPPORT PREVENTING AUTHORITARIAN POLICING ACT: After a week in which heavily armed, unmarked federal forces in unmarked vehicles have been grabbing protesters off the street in Portland, Senators, Jeff Merkley, Ron Wyden have introduced legislation to stop the Trump administration from using federal forces as a shadowy paramilitary against Americans. https://www.kdrv.com/content/news/Merkley-and-Wyden-draft-legislation-to-halt-federal-paramilitary-occupations-in-Portland-571840371.html The “Preventing Authoritarian Policing Tactics on America’s Streets Act,” an amendment to the current defense bill would 1) Require individual and agency identification on uniforms of officers and prevent unmarked vehicles from being used in arrests.
2) Limit federal agents’ crowd control activities to federal property and its immediate vicinity, unless their presence is specifically requested by both the mayor and governor.
3) Require disclosure on an agency website within 24 hours of deployments specifying the number of personnel and purposes of deployment. 4): Make it illegal to conduct any arrests in violation of these rules. We can read the amendment in full here:  https://www.merkley.senate.gov/imo/media/doc/NDAA%20Crowd%20Control%2020.7.20.pdf  A vote could happen SOON, so we can call our Senators and Representatives and ask them to vote YES, on the “Preventing Authoritarian Policing Tactics on America’s Streets Act” today. We can also sign here:  http://act.boldprogressives.org/survey/petition-trump-paramilitary/? to show our support and then share this information on social media.

IS IT FASCISM YET?  It is crucial that we not let up the pressure to keep armed, unidentified, camouflage-garbed paramilitary forces off the streets of US cities; Trump now has his eye on Chicago, NYC, Philadelphia, Baltimore: https://www.wnyc.org/story/customs-and-border-protection-officers-criticized-for-being-in-portland   We have seen these tactics in Nazi Germany, in Argentina, in Chile and elsewhere.  We can sign this petition:  https://publiccitizen.salsalabs.org/oppose-trump-secret-paramilitary-forces-portland/index.html or we can contact the Acting Commissioner of Customs & Border Patrol, whose forces are now in Portland:  Mark Morgan at 202-344-1040 or 877-CBP-5511 or 1300 Pennsylvania Ave. NW, Washington DC 20229

TRUMP TRIES TO ALTER CONGRESSIONAL REPRESENTATION:  Angry at the Supreme Court decision barring a citizenship question from census forms, Trump, who may never have read the Constitution, on Tuesday issued an memo intended to alter the allocation of congressional representation, claiming that the president has final say over transmitting the final census report to Congress and that the Constitution does not explicitly define which persons must be included in determining apportionment; the memo demands that Commerce Secretary Wilbur Ross indicate in his legally-required report on the Census how many undocumented immigrants Trump can leave out of the apportionment equation, using records kept by Homeland Security, State, and Social Security among others:  https://www.wnyc.org/story/with-no-final-say-trump-wants-to-change-who-counts-for-dividing-up-congress-seats or https://thehill.com/latino/508314-trump-aims-to-bar-undocumented-immigrants-from-counting-toward-house-representation or https://www.usnews.com/news/national-news/articles/2020-07-21/trump-memo-seeks-to-bar-immigrants-here-illegally-from-census-count Let’s tell these agencies to refuse to cooperate: DHS 212-361-8000; State 202-647-6575; Social Security 800-772-1213

WITHOLD ALL FUNDING FROM DHS UNTIL TRUMP STOPS SENDING UNINVITED TROOPS INTO CITIES: After harassing and inappropriately arresting protesters and provoking violence in Portland, Trump is now planning to send DHS troops into Chicago, and has threatened to send them into other “Democrat-run” cities, as well. https://abcnews.go.com/US/wireStory/trump-send-federal-agents-chicago-cities-71897784. Many Congressional leaders including House Leader Nancy Pelosi have responded that these stormtroopers must be stopped. Mayors across the country have been writing to Congress that they must find a way to end this practice immediately. Since Congress still holds the power of the purse, let’s ask our MoCs to completely to hold up all appropriations until this has stopped, and to defund DHS, which has clearly gone rogue and is no longer fulfilling its mission of protecting the American people.

TELL THE SENATE TO PASS THE HEROES ACT AND PROTECT THE VOTE: Two months ago, the House passed the HR 6800, The HEROES Act, which would provide among other types of COVID-19 relief, $3.6 million to expand vote-by-mail and allow districts to make accommodations for safer in-person voting. Like most progressive bills, this has languished in Mitch McConnell’s graveyard. It’s time to call out the Senate for not recognizing the racial implications of denying every citizen in America the right to safely vote. COVID rates have been higher in Black and Brown communities, and people in these districts have had to brave long lines and substandard polling locations. The Republican-sponsored Senate alternative to the HEROES Act focuses on reducing business liability for worker exposure to COVID and tax incentives to get people to return to work. It does nothing about election security.  Let’s tell our Senators that we consider the HEROES Act a crucial piece of legislation and that any alternative COVID relief bill proposed must include the same number and types of safeguards to protect the vote.

NURSES STILL AT RISK: Nurses all over the US are still dying for lack of the personal protective equipment that would save them from Covid-19. https://abcnews.go.com/Health/doctors-nurses-warn-protective-gear-shortage-coronavirus-surges/story?id=71778380 Let’s join National Nurses United (NNU) to demand that our senators support an OSHA emergency temporary standard to protect workers during the pandemic and the creation of a comprehensive and transparent medical supply chain system — including full use of the Defense Production Act--to rapidly scale up domestic production of PPE. Both of these measures are included in the HEROES Act and must be included in the next stimulus package.  NNU has made it easy to call our senators:  https://act.medicare4all.org/signup/call-your-senators-heroes-act

NATIONAL LAWYERS GUILD ANNOUNCES FEDERAL DEFENSE HOTLINE:  “The National Lawyers Guild (NLG) National Office is launching a hotline for activists and lawyers to report incidents of federal repression, such as FBI “door-knocks” at activists’ homes, grand jury investigations and subpoenas, and any other federal law enforcement efforts to undermine civil rights, including federal grab squads and the use of unidentified federal agents to police protests. The line is live at: 212-679-2811.”  Let’s learn more here and share what we learn: https://www.nlg.org/nlg-announces-federal-defense-hotline/

GET TO WORK FOR THE USPS: Let's not take this institution for granted. It's in trouble. And as Celeste Pewter says, the way we can really help the Postal Service is "1. Call your Senators and demand a vote on the Heroes Act (H.R. 6800), and 2. Keep up the calls; it can't be a one and done. We have to keep up maximum pressure. Make calls daily." She includes more details on the bill and how it helps the USPS in this Twitter thread, viewable here. https://twitter.com/Celeste_pewter/status/1285009467336056832?s=20

GRATITUDE TO THE US CONFERENCE OF MAYORS: "The United States Conference of Mayors is the official non-partisan organization of cities with populations of 30,000 or more,” https://www.usmayors.org/the-conference/about/ Its leadership is made up of both Democrats and Republicans. Together, the Conference issued a statement opposing the deployment of federal law enforcement to cities. It reads, in part, “Policing is a local and state function.  For the federal government to come uninvited, not coordinate with local or state officials, and arrest their residents without probable cause, is an unprecedented and dangerous threat to our democracy and to the future of our great country.  We call on the President and his Administration to cease and desist this activity.”  https://www.usmayors.org/2020/07/21/statement-u-s-conference-of-mayors-voices-opposition-to-deployment-of-federal-law-enforcement-to-cities/ Let’s express our gratitude and support to the US Conference of Mayors, 1620 I St NW, Washington, DC 20006, 202-293-7330

CA: CALL 𝗦𝗧𝗔𝗧𝗘 𝗦𝗘𝗡𝗔𝗧𝗢𝗥𝗦: 𝗗𝗢𝗡'𝗧 𝗟𝗘𝗧 𝗡𝗨𝗥𝗦𝗜𝗡𝗚 𝗛𝗢𝗠𝗘𝗦 𝗢𝗙𝗙 𝗧𝗛𝗘 𝗛𝗢𝗢𝗞: AARP
California has 3,184 COVID-19-related deaths in California nursing homes and long-term care facilities, with more to come. Rather than hold these facilities accountable, a new Bill, AB 1035, could shield them from accountability, granting immunity from COVID related liability to businesses with 25 or fewer employees, including residential care facilities for the elderly. Nursing homes must be held accountable for the health and safety of our most  vulnerable Californians, so AARP California State Director Nancy McPherson has sent a letter to Senators Hannah-Beth Jackson & Andreas Borgeas, Chair and Vice-Chair of the Senate Judiciary Committee asking them to OPPOSE AB 1035. We can read the full letter HERE:  http://spr.ly/6182GVhlo then call our State Senators all tell them to vote keep our vulnerable nursing home seniors safe by voting NO on AB 1035

RISING FASCISM IN THE UNITED STATES: Things continued to devolve in Portland over the weekend as unidentified federal officers continued to intervene in protests in unwelcomed, anti-Constitutional, and violent ways and Trump is promising to do the same in other cities: https://www.reuters.com/article/us-global-race-protests-trump/trump-plans-to-send-federal-law-enforcement-personnel-to-democratic-led-u-s-cities-idUSKCN24L1ZN  Peaceful protesters in Portland are being grabbed off the streets by armed DHS agents in unmarked vans and arrested without probable cause, under the guise of protecting federal property against “a violent mob.” https://www.npr.org/2020/07/17/892277592/federal-officers-use-unmarked-vehicles-to-grab-protesters-in-portland and Trump is threatening to do this in other cities with frequent protests in support of Black Lives Matter. Apparently, these agents do not have proper training.  https://thehill.com/homenews/administration/507976-federal-agents-deployed-to-portland-did-not-have-training-in-riot  This is a clear violation of our First Amendment rights and another scary step down the road to fascism. We need to stop these tactics now with a massive public outcry. Let’s contact our MoCs to say that we demand their swift response to this increasingly horrid situation.
Let’s also spread the word on social media and support groups like the ACLU, which are fighting this in court.  Let’s also follow this advice from Act 4 Progress:  flood the DHS Office for Civil Rights and Civil Liberties with complaints about the actions of Department of Homeland Security which "more closely resemble those of a gestapo in a despotic state than law enforcement in a democracy with rule of law (Bonnie Watson Coleman)." Here's where to do it:

HONORING JOHN LEWIS:  Following his death this past weekend, many have been calling to have the Edmund Pettus Bridge renamed for John Lewis. While that would be a good symbolic change, his memory deserves something more to honor his years of service and activism.  The best way to honor this public servant would be to focus on voting rights just as he had his whole life.  https://www.usatoday.com/story/opinion/2020/07/20/honor-john-lewis-pass-voting-rights-act-mitch-mcconnell-column/5468222002/The House has already passed the Voting Rights Advancement Act of 2019 (H.R. 4). We’ve heard GOP members praising Lewis.  It is time they put their vote where their mouth is. Let’s contact our Senators and Mitch McConnell to get this bill up for a vote now.  Instead of putting his name on a bridge, let’s rename this bill the John R. Lewis Voting Rights Act of 2020.

SAVE THE POST OFFICE: “The US Postal Service is our original essential service, dedicated to the public good and embedded in the constitution. The US Postal Service enables a free press and delivers vital medications, paychecks, love letters, and benefits. It connects us all. And, more critically than ever before, the Postal Service provides access to the ballot box via vote by mail.”  We all know the Post Office is in trouble: https://www.nydailynews.com/new-york/ny-schumer-us-post-office-20200719-kt7cgdkwm5cqpmsrkka5s4pjnm-story.html  Let’s use Rise and Resist’s Save the Post Office toolkit:  https://www.riseandresist.org/savethepostoffice

DACA: Following the Supreme Court's ruling that upheld the Deferred Action for Childhood Arrival (DACA) program, the Trump administration has not met the deadline to file for a rehearing. Rather, the United States Citizenship and Immigration Services (USCIS) is refusing to accept new applications (https://lat.ms/2Beq0nV). Let's join the 33 Democratic senators who sent a letter to Acting Secretary of Homeland Security Chad Wolf, and tell him to reopen DACA for new applicants: Mailing Address: Acting Secretary Chad Wolf, U.S. Department of Homeland Security, 20 Massachusetts Ave. NW MS, 2090, Washington, D.C., 20529. Those of us whose senators did not sign on to the letter can also get in touch with them and tell them that the administration's refusal to comply with the Supreme Court is unacceptable and that we expect them to speak out on this.

DEMAND SCHOOLS ENDORSE 14-DAY-NO-NEW- COVID-CASES BENCHMARK TO REOPEN: There is great pressure to reopen schools, but done too quickly, without adequate safety measures taken, infections will flare up, lives will be in danger and schools will hastily shut down again. As an example, in just six weeks, Israel has gone from only 10 new cases a day to a 499% increase of infected citizens, with schools identified as the primary mega infector:  https://www.cnbc.com/2020/07/14/israel-fights-coronavirus-early-progress-stalled-by-early-reopening.html  Refuse to Return, a national group of educators committed to safe schools,  informs us that, “more than 17,000 children under the age of 18 have contracted COVID-19 in Florida alone. Now new research suggests that children transmit COVID-19 just as easily as adults do.“ While schools struggle to come up with safety policies and procedures, there is one simple benchmark that can help keep our schools from infecting our students, teachers and staff: only reopen after there are 14 days with no new COVID cases. We can contact our  local/state officials (school board members, superintendents, deputy superintendents, city/county officials, local legislators, local health officials, governor, Lt. governor, state superintendent of public instruction, state board of education, etc.) to demand that they endorse the benchmark of 14 days of no new cases of COVID-19 in our counties as a condition of return to campus.  We can find information and key talking points in these Letter Templates: tinyurl.com/rtrletters

TRANS-INCLUSIVE JOURNALISM: As we have previously discussed, the words we use matter. From using "racist" instead of "racial bias," to using "concentration camp" instead of "detention center," accurate terminology is essential for reliable reporting that builds trust in journalism and prevents the spread of misinformation. This remains true as we provide coverage of the trans community. For this reason, among others, the Trans Journalists Association was created to not only support trans journalists, but to also provide guidance on how to improve trans coverage. Let's check out the TJA website and be sure to read through their comprehensive Style Guide to learn how we can better our reporting.

APPRECIATION FOR DR. FAUCI: Despite the many attacks and undermining he has endured from the Trump administration and its supporters, Dr. Fauci has been a calm, consistent voice of reason and source of current information on our battle against COVID. Now we can let him know how much he is appreciated by sending him a postcard, offering support as he continues to find ways to give us the information we need to keep our communities, families and selves safe. Dr. Anthony Fauci has been a trusted voice of reason throughout the coronavirus pandemic, and for his efforts, he has been ignored and abused by Trump. He recently expressed how stressful this has been,  https://abcnews.go.com/Politics/president-donald-trump-meets-match-anthony-fauci-analysis/story?id=71822115 . Let’s send a note of thanks (the stamp helps the USPS, too): Dr. Anthony Fauci c/o NIAID Office of Communications and Government Relations, 5601 Fishers Lane, MSC 9806, Bethesda, MD 20892-9806.  (Source: https://www.niaid.nih.gov/global/contact-us)

Correction:  PPE SHORTAGE?  “The US could soon face another shortage of personal protective equipment (PPE) and run out of items like gloves, goggles, and body bags.  Health and Human Services Department documents obtained by NBC News show that national bodies in charge of distributing such equipment have vastly depleted stocks.”  https://www.businessinsider.com/us-could-face-new-ppe-shortage-coronavirus-surge-2020-7  and https://www.wwnytv.com/2020/07/14/calls-grow-trump-administration-aid-ppe-production-amid-shortage/ Due to the lack of a national response to COVID, this is already an issue, but reports are it will get worse as the surge continues.  Let’s ask our MOCs what they are doing to address this urgent need.  States should not be competing against each other and the federal government for needed supplies.

Correction:  COVID MEDS AND PROFIT-MAKING:  From one of our own:  U.S. Department of Health and Human Services must do more to ensure access to potential Covid-19 treatments, including remdesivir. There is a law (28 U.S.C. § 1498) which allows federal agencies to take control of industry owned patents using a tool known as government patent use.  https://www.statnews.com/2020/07/02/powerful-law-gives-hhs-right-to-control-remdesivir-manufacturing-distribution/  How much of our taxpayer's money has gone to Gilead Sciences for the development of remdesivir? There should be NO PANDEMIC PROFITEERING! Gilead will soon begin charging outrageous prices of more than $3,100 to treat a typical Covid-19 patient with private health insurance. We need that price to be the price of manufacturing cost of $1.00/day.  Let’s call or write Secretary Azar to invoke the law (28 U.S.C. § 1498): 202-690-7000 or write to Secretary@HHS.gov

POSTCARDING OPPORTUNITIES:  From one of our own:  I've been thinking about the lawlessness of the current moment: the use of CBP agents as mercenaries, the administration's flat-out refusal to honor the Supreme Court DACA decision, the administration's repeated failures to release folks in immigration detention withing court-ordered time lines—or to release them at all. It can feel, and is, very discouraging, but I think we can also view it as a sign of our success. The measures the administration has to take to pursue its agenda are more and more extreme because we are good at resisting. They could be doing all this by simpler, less obvious means if we weren't paying attention, but we are paying attention. This is the moment in the monster movie when the monster is in its death throes, stumbling and flailing about. The monster can do a lot of damage in this condition, but it is dying.  Let’s write some postcards:  https://docs.google.com/document/d/1Mo93ggVVWKaB7fPsZxh4nGlvzH2Ei_LYeGe9KoEuR2Q/edit?usp=sharing

WEAR THE RESISTANCE: We can support -- and advertise -- organizations doing the hard work of preserving our democracy by buying T-shirts from them. Some really cool new styles can be found here, for @resistbot, a service that delivers our letters to our elected officials: https://cottonbureau.com/products/bot-on-fire#/4177745/tee-youth-youth-tee-red-100percent-cotton-xs. Or this "Vote" style, which supports the Immigrant Freedom Fund: https://teespring.com/shop/vote-colorado2?pid=370&cid=6531. And this T-shirt, offered by the American Civil Liberties Union, lets the police know that their bad behavior will be held accountable: https://shop.aclu.org/protest-tee-black/. Finally, we can show the embattled U.S. Postal Service some love with this logo T-shirt: https://store.usps.com/store/product/stamp-gifts/us-mail-t-shirt-P_843309 Let’s wear some resistance!

2020 ELECTION CALENDAR: This resource is searchable by date and state -  https://www.ncsl.org/research/elections-and-campaigns/2020-state-primary-election-dates.aspx

HONOR THE MEMORY OF JOHN LEWIS: US Representative from Georgia John Lewis, may he rest in peace, devoted his life to empowering and enfranchising the unempowered and disenfranchised. Let’s dedicate our actions to advancing his legacy. One way we can do so is by writing letters to Georgia voters who need warm encouragement to go to the polls in November. We can get started here: https://votefwd.org/

GET VOTE BY MAIL INFORMATION FOR ALL 50 STATES: With the pandemic still raging, and voter suppression on the rise, the safest way to vote is by mail. The procedures vary from state to state, but finding out how to vote by mail in our own state, or sharing accurate voting information for voters from other states, just got much easier, thanks to Postcards for Americas new website. Postcards for America offers us a page with all the links and information we need  to sign up for Vote By Mail in all 50 states: https://www.postcardsforamerica.com/vote-by-mail.html. We can also find postcards for each downloadable from PfA photo albums: https://www.facebook.com/pg/postcards4USA/photos/ The information is also here in this  GoogleDoc: https://pc2a.info/50StatesVoteByMail

FLIP GEORGIA: Georgia is important in 2020. It is considered a battleground state, with 16 Electoral College votes. It has not one, but TWO, US Senate seats in play, https://ballotpedia.org/United_States_Senate_election_in_Georgia,_2020, and two highly competitive US House seats,  https://ballotpedia.org/U.S._House_battlegrounds,_2020. The entire state legislature is up for election, and if Democrats win one of the chambers—which is doable if we work for it—they can block extreme Republican gerrymandering for a decade and help create a Congress that better represents the majority of Americans. https://blueripplepolitics.org/blog/ga-leg-2020  Let’s help advance Democrats in GA by donating to a slate of candidates,  https://secure.actblue.com/donate/brp-galeg2020 , volunteering with Reclaim Our Vote, https://actionnetwork.org/forms/reclaim-our-vote-signup , and/or signing up with Swing Left, https://swingleft.org/p/georgia

HELP ELECT THE FIRST BLACK MD TO CONGRESS: Dr. Cameron Webb is running for Congress in Virginia’s 5th Congressional District. Both a medical doctor and a lawyer, Webb is an alumnus of President Obama’s White House Fellowship, White House Health Care Team, and My Brother’s Keeper Initiative. He’s running in a district that has been drifting toward Democrats, https://www.virginiagrassroots.org/election-candidate-profile-2020.php?firstname=Cameron&lastname=Webb&disttype=Congress&distno=5&year=2020 ). We can support his campaign directly, https://www.drcameronwebb.com/, and we can write postcards to get Virginia 5th Congressional District voters to the polls for him with Postcards for Virginia, https://addresses.postcards4va.com/

TURN PA BLUE POSTCARD CAMPAIGN—Turn PA Blue https://turnpablue.org/  needs volunteers to write postcards to Pennsylvania Democrats in targeted districts to urge them to vote by mail. Our efforts will help deliver PA to Joe Biden and turn the PA legislature blue to end Republican gerrymandering. We can purchase our kits ($8.00 for 50 postcards; shipping is free) here: https://turn-pa-blue.myshopify.com/products/turn-pa-blue-postcard-kit-package-of-50 .

LET’S BE STRATEGIC IN THE 2020 ELECTION: How? By making our activism count on more than one level. We can help get more Democrats to the polls in certain key elections, which will not only boost Joe Biden’s chances for winning the presidency, but can lead to a Congress that is more representative of the will of the majority of Americans, and to state governments that are more likely to pass progressive legislation. All these things are possible when we support the work of the National Democratic Redistricting Committee,  https://democraticredistricting.com/ . We can support the NDRC’s work by donating to it directly, https://secure.actblue.com/contribute/page/ndrcpac?refcode=hpage , and/or by volunteering for or donating to their endorsed candidates,  https://democraticredistricting.com/endorsed-candidates/

MOBILIZE BLACK VOTERS: The NAACP Civic Engagement Program is seeking volunteers to make history on Election Day, November 3. Volunteers call and/or text up to 10 infrequent Black voters in their community and encourage them to vote. Let’s volunteer!  https://blackvoiceschangelives.org/

POSTCARDS TO ELECT MCGRATH, DITCH MITCH: Grandmothers for a Brighter Future is seeking volunteers to write postcards to Democratic voters in Kentucky to elect Amy McGrath to the US Senate—and send Mitch McConnell packing. We can sign up for addresses and a postcard template here:  https://docs.google.com/forms/d/e/1FAIpQLSeb_f9P6AY4XAefHgOQagKlSoBvO0oRgLtasN7gneoq38Lcxw/viewform

MOST - PROTECT AMERICANS FROM TRUMP’S STORMTROOPERS: Secretive federal police have been unconstitutionally detaining Americans exercising their right to protest in Portland, Oregon, https://www.theguardian.com/us-news/2020/jul/18/portland-federal-agents-protests-trump-mayor . Oregon Attorney General Ellen Rosenblum is suing. Her lawsuit hauls into federal court the US Department of Homeland Security, US Marshals Service, US Customs and Border Protection, and the Federal Protection Service. https://www.oregonlive.com/news/2020/07/oregon-will-sue-federal-police-agencies-open-criminal-investigation-into-use-of-force.html These shocking actions of the Trump administration are an assault on all Americans and on our Constitution, and every states’ attorney general should line up behind the Oregon AG. Let’s contact our state AGs and ask them to file an amicus brief in support of the Oregon AG’s lawsuit—we can look up our AG’s contact info here: https://www.usa.gov/state-attorney-general

MA - GUARANTEE SAFETY ON MBTA: Yesterday, Boston resumed front-door boarding for trolleys and buses and the MBTA claims that the installation of barriers will be enough to guarantee social distancing and minimize COVID spread. https://www.nbcboston.com/news/local/the-mbta-is-resuming-fare-collection-and-front-door-boarding-heres-what-to-know/2162271/. However, many citizens’ groups feel that the measures are not safe enough, and will especially compromise the lives of Black and Brown people, who often do not have other transportation options. Community members have put together this toolkit with information, phone calls, and scripts we can make to Governor Baker and MBTA officials. Let’s ask Governor Baker and the MBTA to consider reversing this decision, and also ask them what steps they are taking to track the effect of this move on COVID-case increases.

MA - PASS THE LAW GRANTING DRIVER’S LICENSES TO UNDOCUMENTED RESIDENTS BEFORE THE LEGISLATURE ENDS ON JULY 31. Since Friday a group of activists has been camping out and fasting at the statehouse to demand action on the Work and Family Mobility Act, which would allow undocumented immigrants to apply for driver’s licenses. https://www.masslive.com/politics/2020/07/immigrant-rights-groups-push-for-drivers-license-amendment-to-massachusetts-senate-police-reform-bill.html?. In order to expedite passage of the bill, they are calling for this provision to be added to S2820, a widely supported police reform bill that was passed by the Senate, but not yet taken up by the House. Let’s call our state legislators and ask them to include the Work and Family Mobility Act as an amendment to the Police Reform Bill.

ALL - EXCEPT VA: PASS LEGISLATION GUARANTEEING COVID-19 PROTECTIONS FOR WORKERS: Virginia became the first state to pass a bill last week that requires businesses to “provide personal protective equipment, mandate social distancing guidelines and put in place response plans and training for workers on COVID-19. This is a huge victory, especially for the many immigrant workers at state poultry plants, who have had to work in difficult conditions and were afraid to speak out in the past. https://www.npr.org/2020/07/19/892757768/virginia-workers-see-victory-in-covid-19-protection-rules Let’s ask our state legislators to pass a similar bill to protect workers in our state.

On Mondays, Rogan’s List features a listing of proposed rule and regulation changes that are currently accepting public comment.  Commenting is the way to show government agencies how we feel about these proposed changes. Our comments also become part of a record that will be reviewed by courts if and when a reg change is contested. Courts use comments to judge whether an agency is acting arbitrarily and capriciously.

    Organization

Closing Soon
Recent
Section I - ICE, DHS, DOL, NLRB
Section II - everything environmental - EPA, BLM, DOE
Section III - Civil rights, housing, education, healthcare
Other: More on regulations (tracking the trackers/general information)

(Note: After a couple of weeks items are moved from “Recent” and “Closing soon” into the Roman numeral sections. A note on regulatory processes: there are three stages - Notice, Proposed Rule, and Rule. There’s usually a time lag of a few months to a few years between them, and they must be published in the Federal Register before appearing on Regulations.gov. Comment time varies from 10 days to 2 months, sometimes with extensions.)

This week's list. I want to emphasize one thing - DACA - back, here as notice. This is an attempt to meet the requirement set forth in the SCOTUS decision, which found that the Trump admin. hadn't followed the Administrative Procedures Act. I doubt they can finish this process by November but still we must be vigilant. It is #4 under Recent, and it is to be open for comment today. There's other stuff - more NEPA, DeVos CARES act for religious schools, ICE violence against women in detention centers and more.

GUARANTEE PUBLIC ACCESS TO COVID-19 DATA: The Trump administration recently announced a new method for collecting COVID-19 data that would bypass the CDC and instead require hospitals to send all information to a central database run by the Department of Health and Human Services. https://www.pbs.org/newshour/show/cdcs-politicization-extremely-dangerous-for-americans-says-its-former-head and  https://www.chicagotribune.com/coronavirus/ct-nw-nyt-covid-cdc-data-trump-20200715-aizxwwrqlbaufjsjig3rlvx7qy-story.html.  Four former CDC heads do not agree with this decision.  https://www.politico.com/news/2020/07/14/former-cdc-chiefs-trump-agency-guidelines-360527  Considering Trump has continually tried to downplay data and wish this virus away, public health experts legitimately fear that scientific researchers and the public will lose access to transparent data. Let’s make sure that HHS (202-205-5445; https://www.facebook.com/HHS/; Twitter: @HHS.gov) knows that we know about the change in data collection and ask them what they are going to do to make sure this data remains transparent and accessible. Let’s also ask our MoCs what they can do to make sure that COVID-19 data is not hidden or sanitized as the election approaches.

PPE SHORTAGE?

RELEASE VOL. 5 OF THE SENATE INTELLIGENCE COMMITTEE REPORT:  The 5th and final report of the senate intelligence committee contains material that is highly indicative that the president is a true national security risk.  The report was sent to the Office of Director of National Intelligence (ODNI) for review on May 15.  https://thehill.com/policy/national-security/498031-senate-panel-submits-final-volume-of-russian-interference-probe-for  If this material is released before the congressional break in August, it may be the quickest way to end this national nightmare.  The Senate committee sent the report to the Office of the Director of National Intelligence, directed by a Trump supporter, John Ratcliffe, for redaction. THE ODNI IS SITTING ON THE REPORT.  Let’s consider this direct campaign: Contact John Ratcliffe and ask for the expedited release of Vol 5 of the Senate Intelligence Committee Report: Mailing Address: Office of the Director of National Intelligence, Washington, DC 20511 Phone Number: 703-275-3700 (public affairs line)

COVID-RELATED EVICTIONS AND HOMELESSNESS: “We have never seen this extent of eviction in such a truncated amount of time in our history. We can expect this to increase dramatically in the coming weeks and months, especially as the limited support and intervention measures that are in place start to expire. About 10 million people, over a period of years, were displaced from their homes following the foreclosure crisis in 2008. We’re looking at 20 million to 28 million people in this moment, between now and September, facing eviction”.  https://www.cnbc.com/2020/07/10/looming-evictions-may-soon-make-28-million-homeless-expert-says.html  The need for another COVID-relief bill is so necessary, yet the Senate is sitting on the House-approved HEREOS ACT (H.R. 6800).  Let’s contact our Senators to find out just what exactly they ARE going to do to aid Americans.

COVID MEDS AND PROFIT-MAKING:  From one of our own:  U.S. § 1498): 202-690-7000 or write to Secretary@HHSGov

POSTAL SERVICE SUFFERING: “Postal Service officials, bracing for steep losses from the nationwide shutdown caused by the virus, have warned they will run out of money by the end of September without help from Congress. The service reported a $4.5 billion loss for the quarter ending in March, before the full effects of the shutdown sank in.” However, “Mail deliveries could be delayed by a day or more under cost-cutting efforts being imposed by the new postmaster general. The plan eliminates overtime for hundreds of thousands of postal workers and says employees must adopt a “different mindset” to ensure the Postal Service’s survival during the coronavirus pandemic.”  https://apnews.com/59c25efd4d325c4895f8ba85517f9bfd  In addition to the havoc this could cause for business and personal uses, it’s easy to see how this could affect people’s ability to safely vote by mail during the pandemic! The House passed $25 billion for the postal service in the HEREOS ACT (H.R. 6800) two months ago!  Let’s ask our Senators what they are doing to address this need to continue the Post Office successfully.

FAULTY DATA FROM SBA ABOUT PPP LOANS:  Lest you think there is any trustworthy agency left in Washington, “A [Washington] Post analysis of data on 4.9 million loans released last week by the Small Business Administration shows that many companies are reported to have “retained” far more workers than they employ. . . . in some cases, the agency’s jobs claim for entire industries surpasses the total number of workers in those sectors. And for more than 875,000 borrowers, the data shows that zero jobs were supported or no information is listed at all. . . .” https://www.washingtonpost.com/business/2020/07/14/ppp-job-claims-sba/  or https://www.latimes.com/business/story/2020-07-13/ppp-data-errors-coronavirus and https://www.vox.com/recode/2020/7/13/21320179/ppp-loans-sba-paycheck-protection-program-polling-kanye-west  This is our tax money and we have a right to see it responsibly allocated; let’s tell the SBA so: US Small Business Administration, 409 3rd St, SW, Washington DC 20416 or 1-800-659-2955 or  disastercustomerservice@sba.gov.

EQUAL OPPORTUNITY RULE:  The US Equal Employment Opportunity Commission (EEOC) would like to prohibit federal employees from adequate union representation, and the knowledge and experience this brings, at hearings related to discrimination or workplace harassment; the “Official Time” rule would mean that union reps would not be guaranteed official time to work on EEOC complaints, a move that would upend 40 years of precedent and might, in fact, violate the statute establishing the commission: https://www.govexec.com/management/2019/11/eeoc-plans-cease-providing-official-time-union-reps-government-wide/161340/  We have until July 31 to tell the EEOC what we think; the Action Network makes commenting easy:  https://actionnetwork.org/letters/official-time-in-federal-sector

POMPEO AND HUMAN RIGHTS:  Secretary of State Mike Pompeo plans to unveil a long-awaited but as yet unfinished human rights report from the Commission on Unalienable Rights, presumably to show the world that the Trump administration still believes in them, contrary to all appearances: https://www.wnyc.org/story/mike-pompeo-to-release-human-rights-report  The plan is to announce the report with some fanfare in Philadelphia on July 16, 2 weeks before the public comment period is over--suggesting the seriousness with which our comments are taken: https://www.politico.com/news/2020/07/07/pompeo-human-rights-report-coronavirus-lgbtq-fears-350806  or https://www.nytimes.com/2020/06/23/us/politics/pompeo-state-human-rights.html or https://theweek.com/speedreads/924214/critics-question-pompeos-true-intentions-ahead-human-rights-report  There is no sign of this report to date in the Federal Register.  Perhaps we should let the Commission know directly what we think constitute “unalienable” rights: commission@state.gov

NURSING HOMES IN DANGER:  Mitch McConnell is using COVID as a way to (following many states) slip federal immunity from lawsuits for owners of nursing home into law.  He
has stated he wants to bring this bill to the Senate floor. Even before the pandemic many nursing homes “had been unable or unwilling to meet basic health, safety and staffing standards set by the federal government. Nursing homes, critics say, owners could use immunity to evade long-standing liabilities. https://www.washingtonpost.com/business/2020/06/08/nursing-home-immunity-laws/ and https://khn.org/news/as-congress-weighs-covid-liability-protections-states-shield-health-providers/   Let’s write to our MOCs objecting to this bill.  If we are in a state that already has such provision, work to cast light on what it means for our elderly. A discussion could be made as to whether immunity should cover caregivers or owners of homes or both.

STOP ICE FROM HOLDING A “CITIZEN’S ACADEMY”: ICE’s latest plan to misuse of our taxpayer dollars is to launch a “Citizen’s Academy” in September in Chicago, as a pilot for a national model to “teach” civilians about firearms familiarization and targeted arrests. https://news.yahoo.com/ice-to-launch-citizens-academy-to-teach-civilians-about-targeted-arrests-172430342.html. Immigration and civil rights activists rightly fear that exposing civilians to ICE's xenophobic propaganda will encourage people to rat out their neighbors, in a time when we are supposed to be addressing racism, not perpetuating it. Think, Hitler Youth?  Let’s spread the word and raise our voices in a huge public outcry, ask our MoCs what they can do to stop this program, and if we live in Chicago, let’s get in touch with our Mayor and local officials and tell them we do not want this in our city.

REJECTED PRIMARY BALLOTS: An NPR analysis has found that in the primaries held so far this year, at least 65,000 absentee or mail-in ballots have been rejected; they arrived past the deadline, usually through no fault of the voter. This number constitutes only around 1% of the vote in most states, but that number could be critical in a close election in the fall, particularly if, as expected, the coronavirus increases absentee and mail-in ballots: https://www.wnyc.org/story/signed-sealed-undelivered-thousands-of-mail-in-ballots-rejected-for-tardiness  No surprise, young, black, and Latinx voters are likely to be most at risk for rejection.  Fair Fight https://fairfight.com/, Spread the Vote  https://www.spreadthevote.org/ Rock the Vote https://www.rockthevote.org/ and the other organizations listed here https://www.bustle.com/p/8-voting-rights-organizations-to-know-before-the-2020-elections-roll-around-13156367 all work on voter rights and education.  Let’s get involved before it’s too late!

GET VOTE BY MAIL INFORMATION FOR ALL 50 STATES: With the pandemic still raging, and voter suppression on the rise, the safest way to vote is by mail. STATE/LOCAL

MOST:  TELL SCHOOLS TO USE RISK REDUCTION STRATEGIES IN THEIR REOPENING PLANS: Trump and Betsey DeVos are pushing to open schools, even though
Increasing evidence about the risks of indoor transmission and the rising infection rates in many parts of the country, suggest that it is way too early to safely reopen schools. However, pushed by Trump and Betsey DeVos, some districts are leaning towards doing so. For the ones that are going to open anyway, here’s a site that tries to reduce the risks as much as possible. Safer buildings, policies and procedures are all discussed here. We can check out strategies to reduce school opening risk here and demand our districts implement the ones that will keep our schools safe, and only reopen once that safety can be assured:

IA: HELP QUALIFY INVEST IN IDAHO K-12 INITIATIVE FOR THE BALLOT: Idaho has failed to invest in education for several decades, and the results, outdated textbooks, overcrowded, underfunded classrooms, underpaid teachers and staff, deprive our children of the education they need to succeed in this world. With the “Invest in Idaho” K-12 Initiative, sponsored by Reclaim Idaho,  https://www.reclaimidaho.org/our-reclaim-story we can start to turn things around by giving our schools the support they need to succeed. Our signatures are needed to help qualify this initiative for the ballot and we can click here,  https://www.reclaimidaho.org/,  fill out a form to then DocuSign the petition, then share this info with our Idaho friends.
